Texas Revised Statutes

In 2021, Texas lawmakers passed House Bill 1927, which is a permitless carry law. The law allows most individuals aged 21 and up the right to conceal and carry handguns without a license to carry from the state. Qualified individuals, who are otherwise legally allowed to carry a gun, no longer need a background check or a state-issued license. In addition, gun handling and safety training are no longer required in Texas.

Also added to the Texas Government Code in 2021 was HB 918, which grants individuals aged 18 to 20 permission to carry if they are under certain protective orders and could otherwise carry if not for their age. For example, a license to carry, or LTC, can be issued to those individuals who are protected under orders of stalking, family violence, compelling prostitution, or other sex and sex trafficking crimes.

However, not everyone has this right. There are stipulations to the law.

Prior felons, those with certain prior misdemeanors, anyone who has a protective order against them, and anyone with gang affiliations are not allowed to carry firearms. Also, there are certain locations where the law does not apply. Anywhere firearms are prohibited, such as airports, schools, or voting polls, for example, is excluded from this law.

Despite these laws, in 2023, the ATF recovered over 55,200 firearms of various types, the majority being about 43,600 pistols, in Texas. If you need to surrender a firearm, you can safely and formally do so at the Fort Bend Sheriff’s Office, located at 1840 Richmond Parkway, Richmond, Texas. Always call and inform them first, though, if you plan to bring in a firearm.
